Howard was educated at Alleyn’s School and read physics at Bristol University. From 1993,he was responsible for delivery of both the mission operations centre at ESOC and the science operations centre in Spain for the XMM-Newton mission and all related activities until end of the in-orbit commissioning in 2000. In 2002, he led an ESA cooperation involving
eight ESA member states, negotiating an agreement in 2004 assigning responsibilities for flight operation of the EU Galileo satellites, valid until 2016. Captain Ling acquired his flying license in Adelaide and MBA in Southern Queensland, Australia. He started flying the Twin Otters (DHC-6) in the early 90s in East Malaysia serving the interiors up in the mountains.
