Founded in 1866, the Royal Aeronautical Society (RAeS) is the world's oldest and most internationally influential professional society for aviation and aerospace. In the latest "List of Overseas Professional Qualification Certificates in Shanghai", the holders of the Royal Aeronautical Society of the United Kingdom are included in the "Engineering Technology" category of the three lists A\B\C , and RAeS Fellows and Chartered Engineers are identified as corresponding to the "Deputy Senior" title in the C list , and Incorporated Engineers correspond to the "Intermediate" title . Their professional experience, work performance, and innovative contributions at home and abroad can all be used as the basis for applying for professional title evaluation, providing more opportunities for their career development in Shanghai. This is a high recognition of the society by the Shanghai Municipal Human Resources and Social Security Bureau based on standards such as industry matching, certificate popularity, and internationalization.
In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the spirit of the Central Talent Work Conference and the Shanghai Talent Work Conference, implement the "Opinions of the State Council on Carrying out Pilot Work on Business Environment Innovation" (Guo Fa [2021] No. 24), establish an international professional qualification certificate recognition list system and an international professional qualification and professional title evaluation connection mechanism, explore a talent evaluation system in line with international standards, build a more internationally competitive talent attraction and utilization mechanism, promote industrial development and talent mobility in key areas, and accelerate the construction of an important world talent center and innovation highland, the Shanghai Municipal Human Resources and Social Security Bureau, together with relevant industry authorities, jointly studied and formulated the "Shanghai Overseas Professional Qualification Certificate Recognition List".
- Foreigners who meet the requirements can apply for a work permit for foreign high-end talents (category A) or foreign professional talents (category B) to come to China;
- Qualified foreigners and people from Hong Kong, Macao and Taiwan can be given extra points when applying for Shanghai Overseas Talent Residence Permit;
- Include talents in the corresponding categories in the talent classification standards of each district of the city and provide housing security for the corresponding talents;
- Included in the "green channel" for settlement handling in all districts of the city, providing more efficient and convenient services when applying for talent introduction related businesses;
- Overseas work experience can be regarded as domestic work experience;
- The city’s industry regulatory departments, enterprises and institutions are encouraged to provide other support and guarantees to certificate holders.
- Foreign nationals who meet the requirements can apply for a work permit for high-level foreign talents (Type A) to come to China, and those who meet certain conditions can be recommended to apply for permanent residence in China;
- Those who are identified as high-level overseas talents by the municipal human resources and social security department can enjoy incentive policies to settle in overseas students;
- Included in the city's high-level talent service scope and enjoying exclusive services;
- It serves as an important reference when applying for relevant talent program projects in this city.

2. Education and qualification requirements
The certificate holder must have been engaged in relevant work in the city for at least one year. To be recognized as an engineering technician at all levels, a degree in science and engineering is required.
1. To be recognized as a junior professional title, one must meet one of the following conditions:
- Possess a master's degree or a second bachelor's degree;
- Possess a bachelor's degree or a bachelor's degree and have been engaged in related work for at least 1 year.
2. To be recognized as an intermediate professional title, one must meet one of the following conditions:
- Possess a PhD degree;
- Possess a master's degree or a second bachelor's degree and have been engaged in relevant work for at least 2 years;
- Possess a bachelor's degree or a bachelor's degree and have been engaged in related work for 5 years.
3. To be recognized as a deputy senior professional title, one must meet one of the following conditions:
- Possess a doctoral degree and have been engaged in relevant work for at least 2 years;
- Possess a master's degree or a second bachelor's degree and have been engaged in relevant work for at least 7 years;
- Possess a bachelor's degree or a bachelor's degree and have been engaged in related work for at least 10 years.
(III) Application Procedure
1. Complete verification on the city's overseas professional qualification certificate verification platform. For details, please refer to the "Shanghai Overseas Professional Qualification Certificate Query and Verification Process" (see Appendix 2);
2. The employer shall strictly review the application materials and job performance, and publicize the application materials within the unit for a period of no less than 5 working days;
3. Applicants apply in the "Shanghai Professional Title Service System";
4. The Municipal Human Resources and Social Security Bureau organizes experts to conduct evaluation and certification;
5. If the application is approved after review and public announcement without objection, the Municipal Human Resources and Social Security Bureau will produce an electronic certificate of professional title.
Staff members of public institutions should apply in accordance with the institution's job management requirements and after obtaining approval from the institution's competent department.
